Kathleen Styles is the Department of Education’s first Chief Privacy Officer where she serves as the senior advisor to the Secretary on Departmental policies and programs related to privacy and confidentiality. She is a frequent speaker on issues related to student privacy, and she coordinates technical assistance to states, districts, and schools related to privacy best practices and compliance. She heads a new division dedicated to advancing the responsible stewardship, collection, use, maintenance and disclosure of information at the national level within the Education Department. Kathleen is responsible for the Department’s operations relating to the Family Educational Rights Privacy Act (FERPA), the Freedom of Information Act (FOIA), records management, information collection clearance, departmental directives, privacy safeguards, and disclosure avoidance. Kathleen is an attorney, licensed to practice law in Texas and the District of Columbia, and she is CIPP-G certified in government.
Dale King is the Director of the Family Policy Compliance Office (FPCO) for the U.S. Department of Education. FPCO administers the Family Educational Rights and Privacy Act (FERPA) for the U.S. Department of Education. Prior to becoming FPCO Director, Dale served as the Director of Policy, Research, and Evaluation Services within the Department's Office of Vocational and Adult Education.
Dale began his federal career in 2001 as a program specialist in the Office of Special Education Programs (OSEP) and also served as a policy analyst in the Office of Special Education and Rehabilitative Services (OSERS). Dale has over 25 years of experience in education, including being an education specialist with the Tennessee State Department of Education, and the Director of Psychological Services for the Hamilton County School District in Chattanooga, Tennessee.
Baron Rodriguez (Contractor)
Baron Rodriguez manages both the Privacy Technical Assistance Center (PTAC) contractor resources and the State Longitudinal Data Systems (SLDS) Education Technical Assistance Program (EDTAP). He has 20 years of information technology, privacy, security, education, government, and management experience. Baron provides expert technical assistance and resources to states, districts, and postsecondary institutions through site visits, webinars, regional meetings, and on-line publications. His most recent leadership positions include Chief Information Officer (Oregon Department of Education) and Director/Chief Operations Officer at the Data Quality Campaign. Baron provides in-depth knowledge of longitudinal data systems, data security, education privacy laws such as FERPA, grant processes, and technical assistance expertise in use and application of education data.
Ross Lemke (Contractor)
Ross Lemke is the Help Desk lead and a technical assistance (TA) provider for the Privacy Technical Assistance Center (PTAC) with over 10 years of experience providing TA around education data. He helps state and local education agencies, schools, districts and postsecondary institutions develop an understanding of FERPA, privacy and data security. He provides timely support through the PTAC helpdesk, on-site technical assistance visits and development of technical guidance documents and live webinars. Prior to his work with PTAC Ross has provided TA around numerous U.S. Department of Education data collections including EDFacts, Civil Rights Data Collection and the Individuals with Disabilities Education Act (IDEA).
Mike Tassey (Contractor)
Mike Tassey serves as the Data Security Advisor for the Privacy Technical Assistance Center (PTAC) with over 15 years of information security experience. He helps state and local education agencies, schools, districts and postsecondary institutions develop strong FERPA compliant information security programs and decrease the risk to education data, including student records, through on-site technical assistance visits, risk assessments, development of technical guidance documents and live webinars. Before joining PTAC, Mike served in a variety of senior technical roles for federal agencies, the military and intelligence communities, and as a consultant to major financial and critical infrastructure organizations.
Eric Gray (Contractor)
Eric Gray is a subject matter expert for the Privacy Technical Assistance Center (PTAC) with five years of experience working in the Student Privacy space. He helps state and local education agencies, schools, districts and postsecondary institutions develop an understanding of FERPA, privacy and data security. He provides timely support through the PTAC helpdesk, on-site technical assistance visits and review of technical documents submitted by stakeholders and conducting webinars. He has also been developing approaches for new training materials for PTAC aimed at different stakeholder groups. Prior to working with PTAC, Eric provided technical support for states, districts and schools during the 2011-2012 Civil Rights Data Collection and previously supported local school districts with their data collections at the Massachusetts Department of Elementary and Secondary Education.
